About Path

PATH coordinates all matters related to human trafficking and smuggling, from raising awareness to implementing legislative changes and conducting on-site spot checks when necessary. Wealso engage and collaborate with stakeholders to address human trafficking and smuggling effectively.

What we do

PATH is a dedicated division within the ministry of Justice, led by the National Coordinator of Human Trafficking & Smuggling of Persons, that works tirelessly to protect and support human trafficking victims while advocating stronger legal frameworks and community awareness.

The 3P’s

The “3P” paradigm serves as the fundamental framework used worldwide to combat human trafficking. PATH adopts this comprehensive 3P Approach to address this critical issue:

Prosecution

Relentlessly supporting justice for human trafficking victims, we collaborate with judicial stakeholders to ensure traffickers face stringent legal measures and effective law enforcement.

Protection

Empowering communities by raising awareness of human trafficking signs, like unusual working conditions or restricted movement, to prevent exploitation and foster a vigilant society.

Prevention

Empowering communities by raising awareness of human trafficking signs, like unusual working conditions or restricted movement, to prevent exploitation and foster a vigilant society..

Mission

To coordinate and initiate collaborative action and community engagement to eradicate trafficking and smuggling.

Vision

We strive to create a just and equitable Curaçao where every individual has the opportunity to thrive. We embody the PATH to a Curaçao that is a beacon of hope, where every community member can work towards their full potential, free from the fear of exploitation
Human trafficking and smuggling are not just crimes; they are profound violations of human dignity and freedom. These heinous acts exploit the most vulnerable among us, eroding the very fabric of our society and challenging the foundations of justice and the rule of law. In Curaçao, we stand firm in our resolve: such transgressions will find no refuge on our shores.

We understand that the battle against human trafficking and smuggling is complex and cannot be won by law enforcement alone. It demands a holistic approach—one that weaves together prevention, protection, prosecution, and, most importantly, partnership. The PATH initiative is leading this charge, ensuring that our efforts are coordinated, strategic, and effective.
“Let us stand together, unwavering in our determination, to make this vision a reality.”
Shalten Hato - Minister of Justice
Partnership, indeed, is the cornerstone of our success. By joining forces with NGOs, civil society, and international allies, we strengthen our ability to fight these transnational crimes. Together, we can share knowledge, synchronize our actions, and present a united front against the networks that perpetrate these inhumane practices.

As we move forward, let us renew our shared commitment to this cause. We must work in unison to raise awareness, safeguard victims, and bring perpetrators to justice. With PATH's steadfast dedication and our collective efforts, we can envision a future where human trafficking and smuggling are relegated to the past—a future where every person can live free from the fear of exploitation.

Core Values

Our core values are foundational to our approach in supporting victims of human trafficking and engaging with stakeholders. We are committed to fostering a society where human dignity is paramount.
